Job Description and Responsibilities of the Director of Administrative and Support Affairs:
- Policy Implementation: Implementing the university’s policies and guidelines regarding administrative affairs, employment, general services, and support operations.
- Supervision and Coordination: Supervising subordinate units (Secretariat, Services, Transportation, Landscaping, Faculty Guest House, Tehran Representative Office, Procurement, and Administrative Expertise Unit) and planning/coordinating their activities.
- Regulatory Framework: Drafting and regulating administrative bylaws, circulars, and directives, and communicating them to all units upon approval by the relevant authorities.
- Disciplinary Oversight: Ensuring compliance with disciplinary regulations, investigating staff misconduct, and referring cases to the Board of Administrative Violations.
- Job Classification: Studying university job categories and providing recommendations for modifications in collaboration with the Department of Planning and Programming.
- Database Management: Creating and maintaining a database of personnel records and administrative history for all university staff.
- Human Resources Planning: Planning for the university’s human resource requirements, drafting proposals, and managing the recruitment processes for both faculty and non-faculty staff.
- Career Advancement: Managing annual salary increments and grade changes for staff in coordination with relevant units.
- Security Cooperation: Collaborating with the Security Department regarding the protection of buildings, assets, and facilities.
- Budgeting: Participating in meetings concerning the preparation and adjustment of personnel budgets.
- Service Supervision: Overseeing all service operations and managing their delivery to various university departments.
- Logistics and Transportation: Planning and facilitating transportation services for staff and faculty members.
- Staff Welfare: Developing and overseeing the implementation of general welfare schemes for staff.
- Governance Compliance: Executing administrative and employment laws, regulations, and resolutions of the Board of Trustees of the Universities of Northeast Iran.
- Employment Regulations: Monitoring the correct application of employment regulations and providing necessary guidance.
- Personnel Actions: Issuing administrative orders regarding salaries, benefits, increments, promotions, appointments, terminations, dismissals, etc.
- Professional Development: Organizing in-service training programs for non-faculty staff.
- Retirement Management: Managing retirement processes for both faculty and non-faculty staff in accordance with established timelines.
- Organizational Structuring: Collaborating in the preparation, adjustment, and revision of job descriptions, organizational charts, and staffing positions.
- Attendance Monitoring: Supervising attendance, clock-in/out procedures, overtime records, and appointments for all personnel.
- Committee Participation: Participating in various commissions and meetings, and providing professional input and suggestions.
- Facility Maintenance: Maintaining the university’s green spaces and landscaping.
- Branch Management: Monitoring the performance of the university’s Representative Office in Tehran.
- Procurement and Contracts: Managing tenders, auctions, and contracts related to administrative and support affairs.
- Institutional Representation: Serving on various university councils, committees, and working groups (administrative, technical, programming, structural, etc.).
- Management Decision-Making: Contributing to general and managerial decision-making processes.
- Procurement Control: Controlling and managing university procurement and purchasing, coordinating purchase orders, processing documentation, and submitting records to the Financial Department.
- Reporting: Preparing monthly and annual reports for senior management.
- Employee Recognition: Annually executing the “Shahid Rajaei Festival” guidelines to select the “Exemplary Employee.”
- Faculty HR Support: Collaborating in the execution of resolutions by the Recruitment Committee and the University Appointments Board regarding the employment, transfer, and promotion of faculty members.
- Logistical Compliance: Implementing resolutions from the commission under Article 45 of the Financial and Transactions Regulations regarding the management of university vehicles.
- Performance Evaluation: Monitoring the performance evaluation of subordinate units.
- Other Duties: Performing other duties as assigned by senior management.
